Innovation in contractual performance management for public water services

Since the late 1990s, performance management clauses have become widespread in drinking water service delegation contracts and public service management agreements. Does this practice lead to improved operational performance, or is it simply a quest for legitimacy? Can the improvement effect be reinforced? To answer these questions, the PILOPERF project brings together researchers and practitioners from local authorities and their advisers in three disciplines involved in water management: engineering sciences, public management and law. After analysing the development of performance management clauses, feedback from actual cases will be used to measure the extent to which these clauses are successful or not. This work will culminate in a guide to drafting and implementing innovative contractual clauses to improve the performance of water services.
