“I’m the mayor of a commune in the Belledonne massif, which straddles the departments of Savoie and Isère. Along with other elected representatives, we needed to estimate the presence of wolves in our area. The DDTs, which record acts of predation, had this data but did not centralise it, so we only had partial information, and it took too long to react on the ground. So we came up with a tool that would merge this information and distribute it rapidly. The prefect coordinating the wolf plan encouraged this in 2017, but we didn’t have the technical resources to make it happen. So the FAI in Isère, the SEA in Savoie and the ADEM in Drôme joined us to develop an initial version. Thanks to this collaboration, followed by the involvement of INRAE, the tool goes further than we had imagined. We now know where the wolves are and can provide better support to farmers and shepherds – that’s the whole point of the map. Maploup provides us with precise data and arguments to trigger human, administrative and financial resources to take action. It’s a mediation tool between breeders, shepherds, elected representatives and government departments that helps us to work together.

Facilitating territorial management through information systems

Data and information systems are a strategic interface used by both public policy and research. They provide a multi-faceted approach to issues of sustainable regional development, and are therefore a useful decision-making tool. Many INRAE teams are contributing to their development and use in research and in support of public policy. This is particularly true of the LESSEM research unit in Grenoble, which has developed the SIDDT territorial information system for enhanced territorial diagnosis, and the Maploup mapping and alert tool for stakeholders in pastoralism in mountain areas.
